A vision is utterly useless without the structures and the resources
to implement it. It will come as no surprise that our interviews
have so far confirmed a system under intense pressure where professionals
struggle to deal with competing demands and too often insufficient resources.
However, rather than describe current conditions I want to explore an
approach to assessment and learning relevant to professional education
and action in any workplace.
The question then is, how to implement an educational policy?
